🏛️ Organizational Overview

If the LSPD is the shield and the DOJ is the scale, the Government is the hand that guides them both. The Government of Los Santos represents the Executive Branch of Ruin Roleplay II Asia.

We are responsible for the bureaucratic, financial, and political management of the Urban Zone. We ensure that the lights stay on, the economy flows, and the “Safe Zone” remains a paradise of civilization amidst the chaos of the outside world.

👔 The Executive Cabinet

The Government is led by elected officials and appointed professionals who manage the city’s infrastructure.

  1. The Office of the Mayor / Governor: The highest elected official in the city. The Mayor sets the tax rates, allocates budgets to the Police and EMS, and serves as the public face of Los Santos.

  2. Department of Treasury (DoT): The financial backbone. They manage the State Account, audit businesses to prevent money laundering, and collect weekly taxes.

  3. Department of Health Services: The oversight committee that manages the Emergency Medical Services (EMS). They ensure hospitals are funded and doctors are paid.

  4. Department of Public Works: Responsible for city events, construction permits, and maintaining the visual integrity of the city.

🗳️ Responsibilities & Powers

The Government holds the “Soft Power” of the server. They control the city through policy, not force.

  • Taxation & Economy: The Government sets the tax rate for goods, vehicles, and property. They hold the power to fund (or defund) government agencies based on performance.
  • Business Licensing: Every legal business—from burger joints to nightclubs—operates under a Government License. The Gov can revoke these licenses if taxes aren’t paid.
  • Legislation: While the DOJ interprets the law, the Government writes the City Ordinances (e.g., Gun Control zones, Speed Limits, Public Disturbance laws).
  • Diplomacy: The Government acts as the primary diplomat between the City of Los Santos and the Military Police occupying the Badlands. They negotiate the trade routes and supply lines that keep the city fed.

🕶️ Executive Security Detail (ESD)

Working in politics is dangerous. The Executive Security Detail is a specialized, elite protection unit attached directly to the Government (separate from LSPD).

  • Mission: Protect the Mayor, Treasurers, and Judges at all costs.
  • Authority: They have jurisdiction over City Hall and any location the Mayor visits.
  • Gear: Suits, earpieces, and concealed high-power weaponry.

🤝 Relationship with Other Factions

  • Gov & LSPD: The Government funds the LSPD. The Mayor works with the Chief of Police to address crime spikes.
  • Gov & DOJ: The Government passes laws; the DOJ enforces and judges them. Checks and balances ensure no Mayor becomes a dictator.
  • Gov & The Badlands (MP): A fragile alliance. The Government pays the Military Police to keep the threats out of the city. In return, the MP demands resources and autonomy in the North.

Rules & Regulations

🏛️Section 1: Official Conduct & Duties

The Government is the face of the city. We must look better, speak better, and act better than the average citizen.

1.1. Professionalism

  • Availability: Elected officials (Mayor/Deputy) are expected to be active in the city. An absent Mayor leads to a stagnant server.
  • Decorum: Government officials must maintain a professional demeanor in public. No street fighting, no petty arguing, and no illegal street racing while in office.
  • Neutrality: The Government serves all citizens. You cannot deny business licenses or tax breaks simply because you dislike a player OOC (Out of Character).

1.2. Separation of Powers

  • No Dictatorship: The Mayor is NOT the King.
  1. The Mayor cannot overturn a DOJ Judge’s court ruling.
  2. The Mayor cannot order the LSPD to arrest someone without legal probable cause.
  3. The Mayor cannot order the Military Police to invade the City.
  • Check & Balance: If the Mayor violates the Constitution, they can be Impeached by the DOJ and removed from office.

💰 Section 2: Fiscal Responsibility (The Treasury)

This is the most critical section. Mishandling State Funds is a bannable offense.

2.1. Embezzlement & Corruption

  • Strict Prohibition: Withdrawing money from the State Account for personal use (buying yourself a sports car/house) is strictly prohibited and constitutes “Asset Dumping.”
  • Exception: Deep Corruption Arcs (e.g., money laundering through a shell company) require Admin Approval and a written case file. If caught, you will face prison and a character wipe.

2.2. Taxation Limits

  • Economic Stability: The Government cannot set Taxes to 100% or unreasonable levels to “troll” the server.
  • Tax Brackets: Tax changes must be announced 24 hours in advance.
  • Grant Funding: Government grants given to businesses (e.g., giving money to a Mechanic Shop) must be documented. You cannot just give your friend $1,000,000 for no reason.

🗳️ Section 3: Elections & Campaigning

Democracy determines leadership.

3.1. Election Integrity

  • Vote Buying: Candidates may not pay players cash directly in exchange for votes. (Hosting parties/events is allowed; direct bribery is not).
  • Ballot Stuffing: Using alts (alternate characters) to vote is strictly prohibited.
  • Term Limits: A Mayor serves a term of 1 Month. Re-election rules are decided by Server Staff.

3.2. Campaign Behavior

  • Smear campaigns (attacking an opponent’s reputation) are allowed in RP, but must not cross into OOC toxicity or harassment.

🕶️ Section 4: Executive Security Detail (ESD)

The Secret Service. Men in Black. The Mayor’s Shield.

4.1. Jurisdiction & Authority

  • Not Police: ESD Agents are NOT LSPD officers.
  1. They cannot conduct traffic stops.
  2. They cannot respond to 911 calls.
  3. They cannot patrol the city looking for crime.
  • Sole Mission: Their only job is the physical protection of High Value Targets (Mayor, Judges, Visiting Dignitaries).

4.2. ESD Rules of Engagement (Defensive Only)

  • Bodyguard Protocol: ESD agents only engage if the Principal (VIP) is threatened.
  • The “Bubble”: ESD can legally detain anyone who aggressively breaches the security perimeter of the Mayor, but they must hand the suspect over to LSPD for processing.
  • Weaponry: ESD are authorized to carry concealed PDWs (SMGs) and Pistols. Heavy Rifles are restricted to “High Threat” convoys only.

🚜 Section 5: Foreign Relations (The Badlands)

Managing the relationship with the Military Police.

5.1. The Supply Line Agreement

  • The Government is responsible for negotiating the “Safe Passage” of fuel and food trucks from the Badlands into the City.
  • Funding the War: The Government allocates a budget to the Military Police.
  • Roleplay Dynamic: If the Mayor cuts MP funding, the MP may stop guarding the border, letting criminals flood the city. This creates political conflict RP.

5.2. Diplomatic Immunity

  • While in the City for official meetings, Military Generals constitute “Diplomats.” The Government ensures they are not harassed by LSPD for minor infractions (parking, etc.) during these meetings.

🛑 Section 6: Impeachment & Removal

How to fire the boss.

6.1. Grounds for Impeachment

The Mayor or Cabinet members can be removed from power if:

  • They are convicted of a Felony by the DOJ.
  • They are absent from the city for more than 7 consecutive days without notice.
  • They grossly misuse city powers (Powergaming).

6.2. The Process

  1. Petition: A petition signed by 20 number of citizens.

  2. The Trial: The DOJ Supreme Court reviews the evidence.

  3. The Verdict: If found guilty, the Mayor is removed, and a Snap Election is triggered.
