πͺ Department Overview
The Military Police (MP) is the heavy-handed enforcement agency of Ruin Roleplay II Asia. While the LSPD polices the civilians in the city, the MP is tasked with taming the lawless “Badlands” beyond the city walls.
The Out-City (Sandy Shores, Grapeseed, Paleto Bay) is a volatile zone comprised of cartels, drug runners, and armed insurgents. The MP does not “serve” these criminals; it hunts them. We operate under Martial Law protocols to secure the state’s borders and ensure that supply lines to the city remain open.
πΊοΈ Jurisdiction: The Red Zone
The Military Police holds absolute authority in all territories North of the City Border Checkpoints.
- The Badlands: The MP is the sole law enforcement agency in Sandy Shores and Paleto Bay. LSPD has no authority here.
- Border Control: The MP mans the fortified checkpoints separating the City from the Badlands. We control who enters and who leaves.
- Federal Authority: Within the Badlands, the MP acts as judge, jury, and executioner for high-threat targets.
- Asset Protection: The MP is responsible for protecting legal truckers and logistics convoys moving through the dangerous Out-City routes.
βοΈ Operational Protocols (Martial Law)
Unlike the city, the Badlands is a hostile warzone. Our Rules of Engagement (ROE) reflect this reality.
- Aggressive Posture: MP Officers patrol with heavy weaponry (Carbine Rifles) visible at all times.
- The “Open Carry” Ban: Civilians in the Badlands found with visible Class-2 weapons (SMGs/Rifles) are considered enemy combatants.
- Engagement Rules:
- In-City: De-escalation.
- Out-City (MP): Neutralization. If a suspect evades a checkpoint or brandishes a weapon, MP units are authorized to disable the threat immediately.
- Pursuit Handoffs: If a criminal flees from Los Santos into the Badlands, the LSPD must pull back. The MP takes over the chase with heavy-duty vehicles (Insurgents/Scouts) designed for off-road interception.

The MP is structured for tactical superiority:
Border Patrol Unit: The face of the force. Responsible for inspecting cargo, checking IDs at the border, and preventing contraband from entering the city.
Tactical Response (Echo Squad): A heavy-assault unit utilizing armored vehicles (Insurgents) to raid cartel compounds and engage in sustained firefights.
Air Cavalry: Helicopter units providing air support, reconnaissance, and rapid troop deployment across the vast desert terrain.
Logistics Security: Dedicated escorts for legal players (miners/truckers) working in the Badlands.

Unlike the City’s “Code 1-3,” the MP operates on DEFCON levels which dictate how aggressive they can be.
π’ DEFCON 5: Garrison
- Situation: Peaceful / Routine Patrol.
- Stance: Weapons slung/holstered.
- Action: conducting routine border checks, chatting with locals.
π‘ DEFCON 3: Elevated Alert
- Situation: Active cartel activity or suspicious movement in Badlands.
- Stance: Weapons in “Low Ready” (in hands, pointed down).
- Action: Checkpoints are locked down. Every vehicle is searched. No loitering allowed near MP assets.
π΄ DEFCON 1: Martial Law (The Purge)
- Situation: Active War / Massive Raid / Terrorist Attack.
- Stance: Free Fire Zone.
- Action:
- MP Units are authorized to engage any armed individual on sight.
- Any vehicle running a checkpoint is to be disabled (shot) immediately.
- Note: This must be authorized by High Command.

Rules & Regulations
πͺ Section 1: Military Discipline & Core Ethics
We are not police officers. We are soldiers. The Badlands is not a community; it is a hostile area of operation.
1.1. The Chain of Command
- Absolute Obedience: Unlike the police where discretion is allowed, in the MP, orders from a superior officer are absolute. Hesitation in the field gets people killed.
- Insubordination: Arguing with a superior officer, refusing an order, or breaking formation is grounds for immediate court-martial (demotion or removal).
- Respect: All personnel must address superiors as “Sir” or by Rank (e.g., “Lieutenant”).
1.2. Corruption & Treason
- High Treason: Corruption in the MP is treated as Treason.
- Prohibited Acts:
- Selling military-grade equipment (Automatic Permaban).
- Allowing cartels to pass checkpoints without search for money.
- Leaking patrol routes or raid times to gangs.
- Penalty: Immediate execution (CK – Character Kill if agreed upon in serious RP) or permanent blacklisting from the faction.
1.3. “Warfighter” Standard
- MP units must maintain a serious, tactical demeanor.
- No “goofing off” at checkpoints. No dancing on duty. You are the only thing standing between the City and chaos.
π§ Section 2: Jurisdictional Boundaries
Know your AO (Area of Operations). Do not cross the line.
2.1. The Green Zone Restriction
- No City Entry: MP units are strictly prohibited from entering the Los Santos Urban Zone (LSPD Jurisdiction).
- Exceptions:
- State of Emergency: If a State Bank Robbery or City-Wide Riot occurs, LSPD High Command may request MP support.
- Prison Transport: Transporting High-Value Targets to Bolingbroke Penitentiary.
- Hot Pursuit: If a suspect fires at MP units in the Badlands and flees into the City, MP may pursue only until LSPD units take over the chase.
2.2. The Checkpoints
- The MP owns the borders.
- Authority: MP has the right to stop any vehicle entering or leaving the Badlands.
- Search Seizure: In the Badlands, “Probable Cause” is stricter. If a vehicle looks suspicious or refuses to identify, it can be searched.
βοΈ Section 3: Rules of Engagement (ROE)
The Badlands is a “Shoot first, ask questions later” environment but only within these Rules.
3.1. Weapon Status
- Condition One: MP Officers may patrol with Rifles (Carbines) unslung and visible. This is a show of force.
- Civilian Open Carry:
- Rule: Civilians in the Badlands are not allowed to open carry Class-2 weapons (SMGs/AKs).
- Response: Any civilian seen holding a Class-2 weapon is considered an “Enemy Combatant” and may be engaged if they do not drop it immediately upon command.
3.2. Use of Deadly Force
- Authorization: Deadly force is authorized when:
- A suspect runs a fortified checkpoint (Border Breach).
- A suspect brandishes a weapon towards military personnel.
- Defending a government convoy (Gold/Money Trucks).
- A suspect enters a “Restricted Zone” (Fort Zancudo, Humane Labs) and ignores warnings.
- No Warning Shots: Do not fire into the air. If you shoot, shoot to neutralize.
3.3. Vehicular Engagement
- Unlike LSPD, MP units are authorized to disable vehicles.
- If a vehicle refuses to stop at a checkpoint and flees into the Badlands, MP units may target the tires/engine block to immobilize the threat.
π Section 4: Equipment & Asset Usage
4.1. Heavy Vehicles (Insurgents / Barracks)
- Deployment: Armored vehicles (Insurgents) are not for routine traffic stops. They are for:
- Raids on Cartel compounds.
- Active firefights.
- Convoy protection.
- Misuse: Using an Insurgent to ram civilian cars (“VDM”) without cause is a severe rule break.
4.2. Air Support (Valkyrie / Buzzard)
- Pilot License: Only certified pilots (Air Cavalry Division) may fly.
- Engagement: Aerial gunners may only fire if fired upon or if the target is a confirmed terrorist threat with no civilians nearby.
π Section 5: Detention & POWs
5.1. Handling Detainees
- Search: All detainees must be disarmed immediately.
- Jurisdiction Transfer:
- If the crime is Federal/High-Level (Terrorism, Weapon Trafficking), the MP processes the suspect.
- If the crime is Civil (Stolen car, Petty theft) and the suspect is caught at the border, transfer them to the LSPD. Do not waste military time on petty thieves.
5.2. Interrogation
- MP has the authority to interrogate suspects regarding cartel operations.
- Note: Torture RP requires consent from the other party.
